Abstract
The Working Group on Library Services to Ethnic and Linguistic Minorities of the Section of Public Libraries, established in April, 1980, held an open meeting on 19 August, during the annual IFLA Council and General Conference in Leipzig. The meeting was chaired by Flemming Ettrup, the Section's Secretary. Since this was the first open meeting it seemed appropriate to start with some historical details to give all those attending background information on the circumstances which led to the creation of the Working Group.
