Based on research into small-scale industry in Greece, Lyberaki argues that the introduction of ‘flexibility’ has been primarily defensive and is by itself incapable of generating dynamic growth. The author concludes that only a coordinated industrial policy would enable these sectors to transcend their endemic weaknesses.
