In the 1993 White Paper on adoption, one of the Government's stated objectives is that the wishes of parents here to adopt a child from overseas should be respected and in all suitable cases supported and facilitated. The need for balanced and objective assessments is emphasised, as is the need to comply with the principles of the 1993 Hague Convention (yet to be ratified). Dawn Watkins argues that it is vital that we learn from the Romanian experience in determining exactly which cases are suitable for the purposes of intercountry adoption.
