Abstract
This article describes a general hospitals unit's response to the Department of Health Circular (89)5 which requires general hospitals to make arrangements for patients' discharges which ensure satisfaction for all concerned. Theoretical models of implementation provide some insight into the problems of implementing policies, and into the range of actions which arise from the use of different models of hospital care. Some conclusions are drawn, showing impediments to implementation of the circular due to competing priorities.
