Abstract
This article provides some of the background to a Diploma course in Essex, which has pioneered qualification through in-service training. It discusses the essential ingredients of such a course, including the roles of the personnel involved, the type of higher education institution required, and means of financing the scheme. The course design is set out in detail and the different elements explained. The article concludes that, despite the enormity of the task, there would appear to be a need for similar courses in other parts of the country.
