When there are cuts in public services, jails are usually the worst to suffer. Though there are continual calls for improvement in corrections, the community is in general very unwilling to spend money on them; this is particularly true of local rural jails. There is a need for jail managers to define and communicate the role of the jail to elected government officials, to show them to be the providers of services with a recog nizable and legitimate mission as providing some solutions to the increasing crime problem. Jails should try and integrate more into the community, using agencies for inmates that they can continue to use on release.
