When the Charlie Hebdo killings happened just a few weeks ago, the world’s attention swivelled not just on to Paris, but also on the way terror and accusations of offence have been used to stifle debate. These are not debates only being had in France, so Index asked writers around the world to write short essays exploring those themes and how governments and writers have responded to them over the years
