It is the policy of the opposition Conservative Party (declared at the Party's 1968 Conference by its leader, Mr. Edward Heath) to treat Commonwealth immigrants as aliens. This would seriously curtail the possibilities of uniting families allowed under the present Law. The Labour Government itself is reported to be considering a reduction in the age for admission of dependants from 16 to 13 (Guardian, 13 March 1969). The evidence in the present study suggests that this would cause considerable suffering and hardship.
