Abstract
This piece contains edited excerpts from a larger report by the author, ‘Paramilitary Policing Against the People: Colonial Continuities and the Challenge from Below’ published by the Institute of Race Relations in 2025, which warns that paramilitary policing at borders, during civil unrest and against public protest now affects Europe’s citizens and non-citizens alike, and racialised groups particularly. It explains exactly why such hypermilitarised policing has evolved now and focuses on the growth in the use of ‘less lethal weaponry’ as a material indicator of the move, indicating how people are being killed and seriously injured by state forces.

The report did acknowledge that Northern Ireland prisons were a testing ground for the use of ‘less lethal weapons’, citing the British government’s secret authorisation of the use of ‘CR’ or Dibenzoxazepine – a skin irritant ten times more powerful than other tear gases – for use on prisoners there. The chemical was allegedly used on 16 October 1974, to quell a revolt by Republican prisoners at Long Kesh (renamed the Maze). More than fifty of the prisoners then at Long Kesh who claimed they were sprayed with the chemical had died or developed cancerous injuries by 2005, and a campaign was launched to establish the truth, with a number of civil cases pending.
