Abstract
A recent report from the UK House of Lords on Science and Society proposes that the public's understanding of science should not be construed on the `deficit' model, but approached through improved `dialogue'. This Comment suggests that this approach is insufficient in itself: what is required is the effective `empowerment' of the public.
