Kissinger tended to underestimate the extent to which the international behaviour of the United States must imply external projections of domestic concerns, even if the latter could not be justified in terms of "realistic" objectives. Jimmy Carter's stance involved a more prominent rôle for such projections; but it also implied some disregard for the immediate consequences of presidential initiatives and declarations and for their potential to accomplish tangible results.
