Global forms on the need to reduce income differences between the rich nations of the north and the poor nations of the south has led to the Brandt report proposal that financial resources be transferred. Neither the creation of markets to monetize economic activity nor mechanisms to share, bear, and shift risks are recognized in the proposal. This article specifies measures necessary to remedy omitted conditions necessary for the market organization that is a prerequisite for economic development of the south.
