This paper uses ethnographic techniques to examine the working behavior of garbage collectors in the Detroit public works department and to assess whether the workplace creates ethical problems. I found several opportunities for ethical dilemmas facing Detroit, Ml, garbage collectors. The current management practice in Detroit's public works department is to make rules without consulting workers. I make a case for collectors' participation in ethics decisions.
