Abstract
In this first short article, the author will introduce the reader to the state generally and to annexation procedures. Later reports will be con cerned with such concerns as home rule, intergovernmental cooperation, special districts, planning and development districts, taxation, and metro politan problems such as sanitary land fills and land use.
