Abstract
With this issue a new section makes its appearance on the pages of the Review. Concern for the growing area of intergovernmental relations has been on the mind of the founders and the Editorial Board of the Review from the first days of planning our publication. There is no better way to introduce this section than by a discussion of the recently announced scheme of Federal regional headquarters. Future issues will bring brief discussions of various aspects of this highly important administrative field.
