Abstract
This paper adopts the position that impact evaluation studies of programs serving infants and preschoolers with handicaps should be restricted to those investigations that are scientifically defendable. Specific types of impact studies are suggested, and issues to consider when conducting those evaluation studies are listed. Further, the paper suggests that program leaders should focus evaluation activities on their project's status in terms of meeting project objectives. A process for conducting such evaluation studies is described.
