One issue underlying all others when technology
transfer occurs is the need to build capacity.
This capacity is needed in order to know what to
buy, when to buy, from whom to buy, and how to buy.
These decisions should always be taken by those
working within a country's economy, particularly
the decision on what to buy, which is value laden.
