The pattern of specialized national resource libraries found in some European countries may provide a model for developing countries. Describes the national resource library networks in Finland and other European countries and presents the results of an evaluation of the Finnish network carried out in 1992. International cooperation with the newly-independent Baltic states, especially Estonia, is increasing.
