Outlines the background of the project to establish a National Information System (NIS) in Uganda, the structure of the system and its target beneficiaries, and the national information policy. Discusses the need of the NIS for trained information technology personnel and makes proposals with regard to the content of training programmes and modules, training methodology, and training materials and facilities.
