Outlines the scope, function and process of
human resources development (HRD). Describes
the HRD situation in the information sector in
Sudan and identifies lack of effective training
and misuse of trained personnel as causes of the
poor state of information resources and services
in the country. Briefly discusses problems in
connection with training. The emigration of high
level manpower is a serious setback to
development in all sectors and a waste of
Sudan's investment in HRD. The reasons for
migration and United Nations concern are
discussed. Factors contributing to realizing the
full potential of HRD are identified and the need
to establish national institutional machinery for
HRD is emphasized.
