Scientific journals occupy a pivotal position in
the dissemination of scientific information. The
advantages of journals for the communication of
scientific research results are outlined. The
historical background of scientific and technical
journal publishing in Sri Lanka is described. The
necessity for publishing national journals and
the problems involved in production are
discussed. The Natural Resources, Energy and
Science Authority of Sri Lanka carried out a
survey of thirty-eight local scientific and
technical journals in order to identify the
problems and constraints of scientific journal
publishing in the country. Issues identified
included: lack of professionally-qualified
editors; failure to observe international
standards of presentation; inadequate
refereeing; lack of coverage by secondary
information services; financial problems; poor
circulation, distribution and marketing; limited
supply of suitable articles; and delays in printing.
Suggestions for improving the situation are
presented.
