Abstract
Federal Government economic control measures resulted in a reduction in pagination, restriction of circulation and closure of newspapers. Some State Governments closed down their newspapers temporarily. Publishers did not publish daily and what was published was sometimes lost through inefficient distribution systems and maladministration in libraries. Libraries owed vendors, who in turn suspended their supplies. The loopholes that caused gaps in the past must be avoided in the future. A library has to fill gaps with the cooperation of publishers, vendors, other libraries, patriotic individuals and organizations.
