Human resources are a crucial element in the
development of libraries and information sys
tems. This is particularly the case in developing
countries where labour shortages and acceler
ated growth place considerable strains on the
development of the workforce. Effective work
force management can alleviate some of the
problems by developing forecasting and plan
ning systems which are sufficiently simple to
be integrated with overall development plans.
Unesco is assisting this through the develop
ment of a basic workforce forecasting system.
