Abstract
Despite the significant potential to improve public service quality, adopting electronic government systems (e-government) within regional and local governments in developing federated countries remains insufficiently addressed in the existing literature. Regional governments differ significantly from centralized counterparts in legislation, management, organization, and power. The design of a strategic framework for the e-government system in Northern Iraq will significantly improve administrative efficiency and public service delivery. However, various barriers, such as infrastructural limitations and a lack of technical know-how, can hamper it. This study investigates the challenges and potentials of implementing e-government systems at the regional level in the federal context in Northern Iraq. It applies the Logical Framework Approach to develop a sustainability strategy systematically. The proposed approach identifies key barriers, such as infrastructural limitations and lack of technical know-how. It outlines solutions for enhancing technological infrastructure, building human capital, and implementing necessary policy reforms by integrating qualitative and quantitative research methods. The proposed strategy consists of guidelines for enhancing technological infrastructure, strategies for building human capital, and a roadmap for policy and legislative reforms.
