Geoffrey Meredith is Professor, University of New England, Armidale New South Wales, Australia, and Consultant, Financial Management Research Centre associated with that University. The paper describes the political, economic and geographical environment which has influenced directly or indirectly, the development of small enterprise policy and programs in Australia. Given the autonomy of each State, policies and programs have been developed and implemented with minimal co-ordination at the national level.
