Tony Morrison, an independent social work trainer and Chair of NOTA, the National Association for the Development of Work with Sex Offenders, looks at the structural and philosophical issues which need to be tackled if effective community-based programmes for the management of sex offenders are to be established and sustained. Without the creation of a proper agency infrastructure, such services are likely to remain piecemeal and of limited effect.
