Steve Collett and Andy Stelman, of Merseyside Probation Service, analyse the draft National Standard on Pre- Sentence Reports in the light of recent developments in SIR policy and the intended future impact of CJA 1991, concluding that whilst there is the possibility of improved anti-discriminatory practice, the overall role of the report writer will remain unclear.
