Inner London Probation Service's Demonstration Unit was given the brief in 1988 to define and promote effective practice with drug and alcohol misusing offenders, to contribute to the reduction of both offending and drug use and to encourage sentencers to make greater use of community supervision. Mark Boother describes how the Unit's research of the extent of the problem prompted a harm reduction policy for ILPS.
