The White Paper confidently proposes that tagging can be successfully used to enforce the new curfew order but the results of the 1989 experiment give little encouragement. John Muncie, Lecturer in Social Policy at the Open University, considers the evidence from both sides of the Atlantic and concludes that the Government resolve is hasty and ill-considered.
