Though the bulk of Probation energy has targetted offenders at risk of custody, Adrian Wright argues that this pre-occupation should not overlook the potential to increase police cautioning of adults, and work on conflict resolution between victim and offender. Drawing on the widely acknowledged experience of Northants Juvenile Justice, he describes the experimental Kettering Reparation Scheme's first two years.
