Given the Service's increasingly bureaucratic structure, internal divisions and uncertain value base, it is likely to reach some compromise with the Home Office over 'Punishment in the Community'. Whilst some degree of short term damage limitation may be necessary, the author argues for a strong, cohesive and creative Service, based on a markedly different organisation and outlook.
