Abstract
I suppose it was all bound to be something of an anti-climax when it was finally published, but we could be excused some sense of anticipation, as anyone can when the exam results are expected. The Governor had arranged for copies of the Report to be rushed to the prison the same evening via the M1 and the AG's fast car, and the Probation Department were contem plating the possibility of redundancy within the month, following giving prison officers a crash course in social work.
