Abstract
In the light of what the authors see as NAPO's failure to develop a positive, overall strategy with regard to juvenile offenders, they call on the Professional Committee to formulate a coherent policy, and for NAPO to press for the setting up of a Royal Commission on juveniles and the criminal justice system.
