The course was the second such run by the regional staff development officer for the northern region of the Probation and After-care Service. Course staff were Martin Davies, Colin Roberts, Jenny West and Tony Fowles and the interviews were carried out by fourteen of the students attending the course—all trained probation officers, from basic grade staff to a deputy chief.

The schedule was originally employed by Margaret Carver in the course of a study of interpersonal perception in the Probation Service, carried out under the auspices of the Home Office Research Unit.
