Abstract
In the Hall of Gray's Inn, London, on 27th January, Mr. S. W. Harris delivered the Third Clarke Hall Lecture before a distinguished audience. The chair was taken by Sir Herbert Samuel, who in I907, as Parliamentary Under Secretary of State for the Home Department, was responsible for the introduction and passage of the Probation of Offenders Act, I907.
