Pat Broadhead and Janet Hodgson are lecturers in education; John Dunford is a lecturer in educational management; and Pat Cuckle is a research fellow, all at the School of Education at the University of Leeds. In this article they draw upon a survey of primary headteachers which was designed to explore aspects of the design and implementation of school development plans. It explores, in particular, discrepancies between the conventional wisdom to be found in official documents and the literature and the reality of current practice in a number of primary schools.
