Bert Stålhammar is at the Skolledar
Hogskolan in Orebro, Sweden. He
suggests that in Sweden, the head is
faced with new demands from society
which entail a move from a school
system dominated by rule-oriented
management to one which emphasises
goal-oriented management. In this
context heads can no longer rely on the
authority they derive from position and
must instead cultivate a credibility
based on competence. Much of the
paper spells out what is involved in
such a shift.
