Abstract
Intellectual development has to do with the frame of stimulation and training amongst which the language and the processes of physical interaction are fundamental. Though, without a proper equilibrium in the personal emotions and proper surroundings, it can lead to social inabilities. In order to avoid such situations an intelligent and creative educational practice (school and family) should respond efficiently to the demands of the children. Therefore, a bridge should be established between educational legislation and the reality. In this scope perspectives and directions are presented for the discovery and development of gifted and talented children in Portugal.
