In March 1994, the UK Animal Procedures Committee sent a Report to the Home Secretary on Regulatory Toxicity (1), which was subsequently reviewed in ATLA (2). The Home Secretary's response and the reply of the Animal Procedures Committee were made public by the Home Office in November 1995. Because of their importance, these two documents are published in full below. The references to paragraphs (in the Home Secretary's response) are to paragraphs in the Report.
