This article seeks to provide an overview of the methodology adopted by the Major government when it came to reforming welfare legislation. It takes the seminal example of the processes used to reform the homeless ness legislation. It also argues that the Blair government's first attempts at correcting these reforms will not change their unfortunate substance.
