This paper presents the findings of a survey in Bradford of a range of care providers' perspectives on the broad implications of community care policy, with a particular focus on ethnic minorities. Viewing the policy from various standpoints, there is a consensus on it being a mixture of threat and opportunity and that community care policy must be seen in the context of the realignment of state welfare.
