Who is 'the family'? The assumptions of British social policy

I doubt that this is the intent. Based on the government's goals in other areas it is more likely to be to ensure that the fines are paid.

Non-conventionality here refers to the conventional family assumed by social policy as described in the earlier part of the paper. It thus includes both chosen non-conventional families as well as those whose 'conventions' are different for some other reason such as 'race'.
