New legisation on Community Care has been proposed by the Conserv ative Government because it supposedly increases consumer choice and a flexible response to social need. However, a critical analysis of the two mechanisms for change, cave-management and 'arms-length' invection reveal tendencies in both that distance and obscure pressure to respond to service users and social problems.
