This article summarises the main proposals of the government's November 1989 White Paper Caring for People. It traces the background to the cur rent drive towards community care, emphasising the phase of austerity and privatisation inaugurated by the 1988 Griffiths Report. It assesses the likely consequences of the White Paper, now incorporated into a joint par liamentary bill with the government's plans for the health service, giving particular attention to the consequences for women, ethnic minorities and voluntary organisations
