construed (Pearce 1976). Ignorance, of course, makes manipulation easier. An
ignorance not unconnected with the Official Secrets Act and governmental
manipulation of data. For example, a recent study of the operation of Wages
Councils by the Hounslow Law Centre calculated that even under the present
‘unreformed’ system some 400.000 workers arc illegally underpaid when the
official estimate is 165.000.
