Seattle, November, 1999 was supposed to see the inauguration of the Millennium Round of negotiations to further expand the areas of world free trade. Instead, negotiations were abandoned amidst violent protests from citizens of the rich countries who represented trade unionists, environmentalist and other sectional interests. The poor nations too were not unhappy with this result, since they were dissatisfied with the way the present WTO agreements had functioned and wanted a review of them to be first made, before negotiations started for their expansion. What exactly were the complaints of rich and poor and how far were they justified?
