Abstract
This paper gives an overview of the Railway Budget 1997–98 and identifies the crucial issues that need to be addressed. According to the author, a separate Railway Budget seems neither necessary nor desirable in the present circumstances as it fails to address crucial issues and instead concentrates on populist schemes that will place a permanent burden on the Railways.
