Abstract
Over the last two decades, there have been changes in the role and responsibilities of the government driven largely by economic pressures. There is an increasing concern, in fact, to adapt structures and values that will achieve greater efficiency and be more responsive to consumer needs.
In this paper, Mohan Kaul has argued that governments would be able to succeed in the global environment by placing the concept of continuous policy review and management innovations in the centre of their philosophy.
