Abstract
The January-March 1983 issue of Vikalpa carried a panel discussion of “The case of a conscientious commissioner.” In the case, Mr. Chattopadhyay (name disguised), the commissioner of City-C, got involved in a dispute with the mayor concerning a water supply scheme. His transfer may have been politically arranged. The successor of Mr. Chattopadhyay, and the author of the case, Professor Anil Bhatt, offer some retorts and reflections.
