Abstract
This paper examines the basis of choice of road networks in Nigeria. It argues that, while building higher quality roads may be in keeping with the objective of minimizing total transport costs, such a policy may not be optimal in national economic terms when the distribution of benefits from improved roads and the opportunity cost of building higher quality roads in the face of limited resources are taken into account. Also, placing too much emphasis on public costs (to the exclusion of private costs) as criterion for determining what standard of roads to build has resulted in costly road programmes.
